The typical accuracy for a flume properly installed and under free-flow conditions is accurate to within 2-6%.  Practically speaking, after the error of the flume and the flow meter are considered together, the total error is commonly 10%.  

For NPDES permit inspections, the EPA target is 10% for primary device / flow meter installations.
