The Parshall Flume was the result of six years of study by Dr. Ralph L. Parshall - then of the U.S. Soil Conservation Agency.  Dr. Parshall began his studies in 1915 with the subcritical Venturi flume.  His work ultimately lead to the Improved Venturi flume.
